Has been graduating in electrical engineering at the Technical University of Berlin many years ago. He came into first contact with wind energy during the 1ate 1970s, when students and innovative and/or environment concerned people were in search for alternatives to nuclear power. At that time, we constructed our first wind “turbines” made of oil drums and wooden blades. D.L. started his “career” at the university as a lecturer for new energy technology. He then shifted to the public administration sector, serving as energy policy advisor for the Berlin city government. Since 1997 he acts as freelance consultant for energy related aspects in international cooperation projects, mainly for developing countries. His focal activity is energy policy, i.e. setting the right framework conditions for renewable energies and energy efficiency. D.L. is working as consultant for GTZ, UNDP, CEPAL, the European Commission, the German Ministry for Economic Cooperation and others. He his lead author of a global country report on electricity markets and renewable energies, published by GTZ.
